There was a DMV office in the Skyline/Bailey's Crossroads area of Fairfax, VA, that was completely shut down for the same reason. If you needed a license and were willing to pay the right people, you got one. They were corrupt from top to bottom. This happened in the late 80's or early 90's.
Driver's Licenses have been for sale in Northern Virginia for a long time.

Wasn't Virginia the source of many of the valid licenses carried by the 19 terrorists on 9/11? I hope this duo gets the maximum 15 years! There are conflicting reports. One web site said, Most of the 9/11 terrorists carried a Florida Drivers license or ID card. Another said, In fact, according to the 9/11 commission, the hijackers had a total of 13 licenses, two of which were duplicates. They also had two U.S.- or state-issued identification cards. Several licenses were obtained in Virginia through a loophole that has been closed.
Maybe someone else out there knows for sure.
