In 2000, some conservatives went to the polls without much enthusiasm for George W. Bush. What drove many of them was the simple fact that a president nominates Supreme Court justices, and they counted on him to follow through on his promise to select judges in the mold of Associate Justices Clarence Thomas or Antonin Scalia.
Now, Mr. Bush has a chance to repay conservatives for the elections in 2000, 2002 and 2004, and to set the stage for 2006.
There are varying opinions about how much the issue of judges moves voters. Some Republican senators think it is worth a few percentage points for the party.
But Sen. George Allen of Virginia, who was chairman of the National Republican Senatorial Campaign in the last election cycle, said it was the issue that got the most applause during his cross-country travels. And strategists point out that judges may not swing many voters, but the issue does get conservatives to open their checkbooks and get off their couches to campaign and vote....
