Depends. The Bible does say that the Lord adds DAILY to the church, so I expect to see a vibrant, Spirit-filled church growing. If a church ain't growing, then there's a problem. Usually it's a bunch of crusty old bitter people who think they alone hold the truth, and any potential newcomers are turned off immediately.
Otherwise churches will grow, heck, there's plenty of times in my own ministries that I've seen, you can't keep new people away.
