She wasn't covert, or at least she hadn't been for 4 or 5 years.Even when she was covert, she told Joe Wilson that she was a CIA agent on the first night that she met him. Who knows who else she was telling. The woman sounds like a security threat, herself.
She may have been a security risk, but that still does not exonerate whoever leaked the fact that she was covert (if anyone did). The primary purpose of this law is not just to protect her, but to protect her contacts, as well, who might very well still be in the field.
On the other hand, if no one intentionally leaked the fact that she was covert, then there is no crime.
It seems Plame told everybody she worked for the CIA.
