On Tuesday 7/12/05 from 4p - 6p you'll have your first opportunity to see and hear six of the primary candidates for SD Mayor in a forum unlike any other to date. For the first time candidates will go beyond the sound bite and the talking points and address ALL the issues that confront a city in turmoil. You may attend, ask questions and be part of city history.
Roger Hedgecock moderates. Fair and balanced...but likely the toughest debate any of these candidates will face in this campaign. No one else, including most of the candidates knows the issues better than Roger.

Questions will be asked in alphabetical order: Francis, Frye, Sanders, Shea, Shelby and Rider.
The debate has gone LIVE. It's sponsored by Barrett American--I think Barrett is supporting Francis (I'll try to look that up)
First up, "I should be elected mayor because..." Sanders: Chief of police, turned 'troubled' orgs around, claims a rep of honesty and integrity. Francis: CEO, we're moving to a CEO form of gov't. Claims to be "outsider", not tied to special interests. Shelby: Understands the issues and values, understands its more than the pension, it's also about illegal alien problems, cares, can inspire great things. Frye: Honest, willing to tell truth, will stand up to her friends, will take principled stand, grew up in S.D., understands San Diegans, can get 'diverse' groups together. Shea: 3rd gen San Diegan, our problems are about 'structured finance', giving financial details, is married to the whistleblower of the pension board, has worked in fixing structured finance i.e. Orange County. Only Ch 9 will fix this. Rider: Stands on his taxpayer advocacy record, has saved taxpayers billions, will make unions face reality or lose their jobs, Howard Javis Taxpayer's Assoc. edorsement.

Bankruptcy city as option: Francis, Shelby NO.
Repeal 1919 ordinance and charged double for garbage: ALL NO.
Prop A, transfer Soledad to Feds: Frye NO.
Boy Scouts at Balboa Park: Frye NO. (Rider takes no position).
Concession funds in Mission Bay used for Mission Bay Park: ALL YES.
Shelby, you're big picture, free spirit biker... how do you with 100mph personality deal with the 5mph slow? Says compromise on 95mph.
Frye, do you think your mental abilities are impaired from alcoholism. No. Stopped in 1981, proud of sobriety.
Sanders (something about him taking a pension, how can he be trusted?). Claims he won't take his pension while mayor, did not invest in the DROP program. Doesn't consider himself a beurocrat. Not part of an entitlement culture.
Rider, you're a libertarian revolutionary. Wouldn't your election mean deadlock and stalemate at city hall? No, it would mean the People have had enough. If the city council still won't move will use the initiative process to bypass the city council as necessary.
Shea, bankruptcy is unpopular but you say it's the only way. Do you plan to lose the election and become the city's bankruptcy specialist? Says no, he really does want to be mayor. Talks of experience with Ch 9 and Orange County. Says the people have a wrong view of municipality bankruptcy.
City counsel has declared a housing crisis but has piled on housing fees. Contradiction? Francis: no tax increase, process for permits to build housing is much too long. Shea: Says the increases of taxes and fees are obsurd. Says they're a *coverup* to backfill the general fund. (Wanders off topic). Frye: Sees no contradiction. Claims they've done well on expediting solar and finding affordable housing. She wants 'start up housing' by increasing density (projects??). Shelby: Says those rebuilding after fires have trouble getting permits, talks of canyon living folks needing to be addressed and environmentalists. Rider: says we need more housing, only 8% in SD can buy med price house, says Donna thinks small apt & condos and condo conversions are needed. Conversions get renters into the equity game. Housing is a good thing. Sanders: Expedite is a good program, why are fees tacked on, need apartments, need starter housing, need affordability, city created unaffordable housing problem by adding fees and taking years all that cost is passed to buyers.
The city takes the dues from worker paychecks. Should unions collect their own dues or should unions have to ? Shelby says that's ridiculous. Rider mentions "paycheck protection act", Rider says the unions *must* be charged for the services if the city is going to be collecting their fees for them. Sanders: It makes no sense at all, need fair play. Frye: Need equal treatment. Slams taking FICA and SSI out for Fed & State and not getting money back for it. Shelby slams her for suggesting unions are equivalent to a gov't. Shea says not everyone is treated equally at city hall. Charge processing fees. Francis is for the "paycheck protection act".
Question for ALL, city staff and pension board staff is indicted. Some of them are getting attorney fees paid for by the city. Sanders says on criminal issues they city should not pay, doesn't know who's paying on that. On civil issues, the city should pay as it did for him when sued as Police Chief. Donna agrees; if anyone is found guilty, the money is paid back (to the city??). Doesn't think city is paying for criminal cases. Shea says all those attorney's and consultants are for those who created our problems to begin with and it is VERY costly. Francis: criminal actions, shouldn't pay. In civil, should be paid by city but why are we being sued all the time? Because they're screwing up and making bad decisions all the time. Shelby: wants tort reform, agrees with Donna that when guilty must pay back. Rider, agrees on civil pay and criminal no. Talks about judgements in civil cases. If there's negligence, why is the taxpayer being stuck with it and not the official who was at fault?
Toilet-to-Tap? Sanders, doesn't think it can't be sold to people but maybe it could be bottled and sold nationally. Use it for lawns. Francis wants to flush the idea. Frye says people need to understand the science behind tertiary treatment, the water is safe would be properly treated and monitored and should be looked at rather than dismissed. Shelby says half of the water goes to agri purposes and that's where this should go. Doesn't think science can measure up to our expectations. Rider, if people don't want it, don't do it! No square peg in a round hole. Let's move. Shea says he wouldn't want to pass on it if this would be an improvement of the current system.
Parking meters at the beach? Francis says that's a new tax, opposed. Sanders no new taxes. Donna says helped stop it last time, NO this time. Shelby no. Rider, no new taxes. Shea, no but we could put parking meters at the churches on Sundays-huh?

I know San Diego is one of the few fairly conservative big cities, (and I know some big political names have come out of the SD Mayors Office, Pete Wilson for one) but I've heard a lot of bad things about the Government there lately. So what's up now?
