B. Doesn't matter. The other counties will be easily 60-40 for repealing it, usually more.
The truth is, that when you have asked in initiative form, if the voters wanted lower taxes, they have voted yes EVERY SINGLE TIME, with the exception of one initiative that cut taxes through allowing more slot machines in off-reservation Casino's so the religious right voted against it. But when it is a straight up tax cut, the voters have ALWAYS voted yes. in modern history.
This will pass easily. It'll pass 65-35 if the groups decide not to fight it, it'll still pass with well over 55% of the vote if they do fight it.
