The nazis had a foolproof means of taking care of certain kinds of non-combat murder, particularly in France during WWII.
Their method worked beautifully. It went something like this:...If a German soldier was killed in a non-combat situation (lets say he was in a bar in a peaceful setting and was killed by civilians), the Germans would randomly select 10 or so civilian men 16 to 45 yrs old...take them to the village square...and kill them all.
Good and evil use the same weapons. Only evil starts the fight.
