That was my intial thought. It seems police have been moonlighted as criminal thugs. Then, the department covered it up. It is ugly, with nobody to root for.
Interesting. I haven't read past the excerpt because the registration requirement bugged me. I would wonder what possible motive the cops (corrupt or no) would have for killing some gangster rapper. This is all making me wistful for the days when gangster rappers were killing each other off and otherwise keeping it real.
