Commentary on anything regarding preparedness and the Brits ability to denfend themselves comming from you at this point is extremely inflamatory. It is like someone saying the NYPD was not prepared for 9/11... This is something that you can only prepare so much for. the rest is in the hands of fate.
Plus you commentary does show you lack of knowledge of the Brits and how they deal with Terrorism. The Brits have been dealing with terrorism like this for well over 40 years with the IRA and the Like. So if anyone was prepared for something like this it is the Brits.
You would be best just to offer prayers.. if you are the praying type, and temper your commentary for the time being.
