What is UXBs? Unexploded bombs? If so, that's what I was wondering when the mention was made of "controlled explosions." Or, maybe, for some other safety reason, to keep people out of that area.

UXB does mean "unexploded bomb". It's a term from WWII. They were finding them years after the war ended, and had teams of defusers to deal with them.
