Tony Snow said that the local phone system in UK has collapsed. Cell phones, is what I think he means.

Mobile phones were out this morning but seem to be working OK now, I've just been calling around all my friends and colleagues in London and thankfully they all seem to be OK.

Yes. . .land lines seem to be working well--or I was just lucky--as I just called a few people I know in London and had no problem getting through.
