As a very wise man once said, in order to stop terrorism fully, we have to be lucky every single time, and catch them every single time. In order for them to succeed, they only have to get lucky once. They got lucky once. And even the best and most prepared authorities are not going to know everything, particularly in the face of an enemy that is constantly updating and changing its modus operandi.
