Drought in the region during May and June led to a shortage of natural food for locusts such as weeds and reeds, forcing the insects to turn to crops instead, it said.

The writer obviously does not know how locust plagues occur. If it were just locusts finding food crops, plagues would be rampant everywhere. There are obviously other factors and they are not mentioned here as they should be.
