The occurences of dangerous situations do have random elements. Is the officer on duty? Is the officer already on a call or in court? Just the same, you are right that it deserves extra scrutiny.

To be clear I am not saying he is wrong. It certainly sounds like he is a good cop given the rest of his record. I just think this chould be treated like a doctor with an unusually high death rate. It needs to be looked at. Things cease to be random when you have a man making decisions.

Again to be clear I am not saying he did anything wrong - it just begs for investigation.
