Monies flowing into South America and Africa should never be classified as 'loans' because they are never repaid, and in fact, are never intended to be repaid. These 'loans' are simply refinanced, refinanced, refinanced, until they are ultimately forgiven. The only reason we can't properly call these monies 'Charity' is because the use of this term might cause embarrassment on the part of the recipient.

Soft headed and ill-informed types soak it up out of compassion and sensitivity for the poor and starving (like those in Zimbawe and Sudan) and encourage tax increases to "save" them, only to have the money wind up in Robert Mugabe's offshore bank accounts, and building more Mosques to recruit terrorists in the Sudan.

Refuse to accept tax increases to fund this nonsense!
