What I'm seeing red about is that this:
"privates were pushed, punched and slammed into walls"
is considered abuse.
I went to a military school when I was 13 that was tougher than that.

Sounds like you were abused in military school then. I went to boot camp, punching and slamming into walls would be considered abuse, pushing isn't a big deal though.

The guy is a 35 year old Captain. To be a 35 year old captain means he either was on the super slow career path or was a prior enlisted guy that waited until the absolute last possible minute to go to OCS.
My first problem is that he allowed NCO's to get DDed because he couldn't properly supervise them. Secondly he will probably get a lighter sentence because he is one of the "anointed" officers that even though military doctrine says they should be more responsible, they always get lesser punishments.
