Gov't stats (Labor Dept., Census Br., OSHA, etc.) all use the Standard Industrial Classification (SIC) System. In order to find out what sector a burger-flipper is, all you do is look up fast food restaurants in the manual and you get a list of all kinds of burger flippers. They're all under code 5812, and it so happens that this is part of Major Group 58: Eating And Drinking Places under Division G: Retail Trade which is listed in the BLS glossary as one of the "Service-producing industries (Standard Industrial Classification)".
