The tribes want the skeleton buried and unexamined for some very good reasons.
If it turns out the skeleton is not "Native American" and some other race as suggested; this would undercut the dog-eared argument that "white men stole Indian land".
It may turn out Native American's stole prehistoric American man's land first!

There's really very little doubt about this. BUT some scientists are now afraid and bowing to the PC crowd. Expect to hear things such as "there's no such thing as race".
This is a Caucasian skeleton, but he's not European. However, if a viking skeleton should be discovered which is not out of the realm of possibility, as it stands now, some Indian tribes could be successful in claiming the remains. I was unaware that McCain was involved in such a bill.
