How come this civilian can find and hire guys to hunt down and kill the bad guys, and the US government can't seem to make a serious dent in their numbers?

There was a short article in the WSJ about this yesterday that also mentioned a French former hostage that said that he was puzzled about the reason that the Muslims would kidnap a Frenchman when France didn't support the war in Iraq, but he quickly came to realize that the hatred went beyond the war to all Westerners, including the French.
