False. Many Mizrachim and Sephardim traditionally pronounce the vav (i.e. the "waw") was a "w," and secular linguists believe that the "w" is the historically correct pronounciation.

So it's likely that Biblical Hebrew did have a "w" sound. Only misheaskenazim forgot it over time.
