yep, in city is the worst mpg. I'm talking about hi-way miles. 75mph vs. 55mph. I would like to see an unbiased study of a cross section of Trucks, vans, and cars. Then figure out what people are driving % wise on the roads, you could do this easily by looking at BMV records. Domestic cars and imports. What ever the study finds that the sweet spot is on top speed for hi-way best fuel efficiency, use it.

Why not carry it a step further and outlaw low mpg vehicles like my Jeep Wrangler.
Then perhaps control when and where people go.
Giving freedoms away one at a time is not what America is about.
Speed linits should be based on safety and nothing else. Windshield time for a business man is much more costly to the company and the country than a couple of miles per gallon.
