Not true. Numerous studies have shown that people instinctively know the design speed of a road, and drive it. If the design speed of a road is 70, and they raise the speed limit from 55 to 70, people will drive 70. The difference, and the SAFETY of this move will be that almost ALL the cars will be doing 70 - a much safer situation.
