A few things come to mind.
Pakistan is not really that stable and it is a country with nuclear capabilities and missile technology.Omar is probably there and Al Q'aeda and the Taliban remnants are both finagling ways to get the hands on the goods.

Iran is close to becoming a nuclear threat. Al Q'aeda needs a representative to the Ayatollahs putting the spurs to their flanks. Who would be this ambassador....UBL.

The geographic locations of Pakistan and Iran....Afghanistan in the middle. The Talliban and Al Q'aeda seek a victory. Afghanistan....then the rest of the "Stans". A caliphate.

7th century mentality with 21st century technology.
