Hang onto your ass folks.

There is now no longer any reason for Government at any level to hold back on taking whatever whenever. You can own it and pay the tax on it until some developer wants it. Then it's a gonner.

And this makes it even worse.

While this litigation was pending before the Superior Court, the NLDC announced that it would lease some of the parcels to private developers in exchange for their agreement to develop the land according to the terms of the development plan. Specifically, the NLDC was negotiating a 99-year ground lease with Corcoran Jennison, a developer selected from a group of applicants. The negotiations contemplated a nominal rent of $1 per year, but no agreement had yet been signed. See 268 Conn. 1, 9, 61, 843 A. 2d 500, 509—510, 540 (2004).

The owners will get paid what the government says is fair market value, even though replacement may cost considerably more. But the developer in this case is getting at least some of the land for $1 per year, so the money the owners will get, paltry as it might be, comes out of the taxpayers pocket, not the developers. Even if those taxpayers are paying sales taxes generated by the business of the developer. And that's a big IF.
