Apparently the Israelis have developed a gizmo that would allow them to detonate the explosives by simply aiming the device in a specific direction. The frequency emitted would detonate the explosives.

Problem is, it can't be used when there is more than one person in the vicinity or they'll blow up the bomber and everyone around him/ her.

Oh, I wouldn't want them to use it when others may be injured. I would just stand the terrorist(s) over by themselves in a safe location and discharge the explosives. I would probably just click the detonator a time or two first, saying oops, this thing must need new batteries before actually "pulling the trigger".
