I agree with you, unfortunately the way housing laws are written the landlord would have probably been sued by some bleeding heart liberal had they not rented to them.

Although I also assumed the residents were illegals, no where in the article does it say this. I know they probrably were, but you are making assumptions without proof, unless of course you have another source we don't know about.
