Houston developer Hines is teaming up with Ross Perot Jr.'s Hillwood development firm to build two office towers at Uptown's Victory project.

I thought Dallas had one of the worst occupancy rates in the nation?

part of those numbers include buildings that are being converted from office to condo and are still in the "planning" stage. PART of...(not all) Dallas always has an inventory, because it is an investor builder town.
