Halfway there - sink the boat. Waste of a perfectly good boat ... let it reach shores of any Middle Eastern country. Once it lands and they start demanding their civil rights we can all sit back and watch the heads roll, literally.
We should insist they send the empty boat back, though.

That IS an easy way to fix it. But the easiest way is to TAKE NO PRISONERS in the first place.
