Biden is asserting that the president is dictating how the Senate is to proceed on matters of advice and consent, and in particular by withholding information relating to the nominee.
That is a weak argument for refusing to vote on the nominee. Listen for words that describe a position, either way, on the nominee. If the Senator know how he will vote, he should do so. Simple as that.
