I'm thinking that the captain, water taxi driver would have to be licensed. Esp. given that it's a commercial venture, I'd think that insurance would insist on it.
Could be, but it seems that laws, regulations, etc., may not be a biggie on the island. A seventeen year-old can regularly drink and gamble?
