Probably something from Vandenberg.They usually launch to the south, towards the south pacific. The oberver here apparently saw it heading north west, from his position which is south Vandenberg.

ICBM interceptors are now based at Vandenberg and Fort Greely AK.
If it was westward bound consider that.

Well if in fact it was over the Chino Hills area, no way no how was it from Vandenburg. I have lived in Brea / Chino all my life , contrails from Vandenburg are no where near this neck of the woods.
