Wasn't one of the problems with the Hun that the Romans gave them citizenship if they'd fight in the army so the Hun just moved on in and made themselves at home? Didn't the dilution of Roman Citizenship lead to the "Bread and Circuses" problem and ultimately to the dissolution of the Republic?

I really believe the right guy could come along and get elected Caesar right about now.

Culminating in 212, when Emperor Caracalla issued his decree granting Roman citizenship to all the free people of the Empire. The process had begun by according citizenship to individuals or to outstanding communities who rended services to the state. I think the Germanic tribes of Arminius of the Cherusci two hundred years before were less inclined, however, and Arminius had himself served with a Roman Legion for 6 years, and had been granted Roman citizenship.

I really believe the right guy could come along and get elected Caesar right about now.
