i stopped trusting the cia upon reading about their 'experiments' with lsd in the 50s-60s. that kind of activity should be the point of no return for any government agency, but for some reason they were let off with a "we promise, we'll never do that again." no chance that drug has ever left the culture of the agency, but i'm getting off topic...my point is, nothing that agency does surprises me anymore.
