If she can't be in the band, or participate on other public school activities, then then her family should be refuned that percentage of her taxes that goes to public schools. She's paying for it. It is hers.
What about me? I don't have kids. Why don't I get the percentage of MY taxes that goes to public schools refunded?

Because you are not being denied a service that you are entitled to receive. For example, if you went to the 'public senior center' (paid for by your tax dollars) and they told you that you couldn't participate in their band because you have your own 'private studio' at home, they would be discriminating against you like the public school is discriminating against this girl. Would you sue them? Would you protest? Would you want your tax money back?
