What was that base you suggested yesterday?
There used to be a Air Force Station called Icy Cape that looks out onto the pack ice near the Bering straight. If that is too harsh, how about Peard Bay AFS that was a little more south of there. Send them there, the nearest points on the map are a few abandoned cabins and the most prominent road is only available when the pack ice is frozen. A definite security plus in terms of escapees.
