According to Branicap/Yokozuna Slovenian companies, in the months before the war, were taking huge loans from Yugoslavia, squirreling away the money in Austrian and German banks, then they declared bankruptcy. Then the war started and this money was never paid back. Slovenia likely knew it was getting out, so while it still could take money from Yugoslavia, it did so, never intending to pay that money back.
But this doesn't change the fact that Slobo took $900 Million from the Federal Treasury on behalf of SR Serbia in a brazen theft.
