So in other words, Gray Davis is contending that FERC failed to protect Californians from Davis' own incompetence with respect to energy policy?

Anybody who thinks Gray Davis didn't know precisely what he was doing will never understand why Southern California Edison CEO, Natural Resources Defense Council founder, and Gray Davis' college buddy, John Bryson, gave Gray Davis a quarter million to run for Governor of California.
