Rep Ford talks about the elelectial and water services being slow moving. I was a security contractor working for a company that restored the electricity in Iraq. I know from experience what these engineers had to go through to get it restored. They had to go to places that were extremely dangerous to rebuild the towers that had been destroyed by the Iraqis who want to steal the copper wire from the cables. They couldn't use the existing towers because they had been pulled down. All those towers were restored in places like Falluja, Ramadi, Sadr City, Baghdad and other areas that have been come battlefields for our Army and Marines, and they met the time line the Army gave them. These guys had to have a minimum of six armed bodyguards just to do their jobs. It wasn't much better with the restoration of the water.

The Iraqis have a hell of a lot more electricity and water than they had before even under Saddam. Do they want more? Yeah. Do they need more? Yeah. At least now they have the means to build on what they have thanks to the Coalition troops and civilian contractors that made it possible
