All the state legislature needs to do is to tell the Court to go pack sand. The second thing they can do is cut the appropriations for the operation of the court.
I seriously doubt that there anything in the Kansas State Constitution that give the courts the right to make appropriations.
Hear! Hear! Unfortunately our Governor is a demonRAT (thanks to our Republican legislature making a mess out of the budget by cutting taxes at the top of the business cycle--they seem to think tax cuts per se are an unmitigated good always and at any time, got no economic stimulus effects and ran the state to ruin when the business cycle turned down), and will enforce any court order that increases the size or scope of government.
