Technically, anyone can ask for military records after the person has been dead ten years.
I was wondering more along the lines if Elvis was running for president and figured he'd get this out of the way before the primaries begin. (Elvis is alive you know)

Kerry is dead .... at least brain-dead ... and dead in the water.
