They are slurring because they are drunk. They are drunk because they cannot get away from the KOSacks and DUmmies, and are powerless to stop Frist.
The "deal" will fall apart, because they know frist will force the donk hand. The "deal" depended on large part that Frist would take a few judges and shut up. That was their downfall. Frist did not sign the deal, and the donks did made a huge stategic mistake by not confirming bolton
