I'm *all for* that. I am boggled that employers aren't held responsible for the immigration status of employees... in fact... as an employer I'm not even allowed to ask.

This is where the guest worker card comes in.

Sounds great, but how is a card in their pockets going to stop others from coming in? And wont the ones coming in without this card, work for less than those with a card? If I am not mistaken, an entire industry has been created to produce fraudulent documents for undocumented workers. What would stop them from doing this? What would stop an employer from hiring those without the cards, that would work for less money?

Exactly. That is why a guest worker program is a sham.
