CA: Sacramento fiddles, state gets burned

Although the California Constitution requires a balanced budget by June 15, the state Legislature almost certainly will not meet that deadline.

Once again the Legislature has frittered away its time - even as the state budget crisis continues. Instead it again has introduced hundreds of bills, few of which are relevant to the budget discussion ...

Here are some of the bills that are most damaging to freedom or simply frivolous.

Driver's licenses:SB 60 is by Sen. Gil Cedillo, D-Los Angeles. ...

But people from other countries already can use their own driver's licenses here and get car insurance. "The purpose of this measure ... is to make a very strong statement that it is the official policy of this state to ignore our nation's immigration laws," wrote Sen. Tom McClintock, R-Simi Valley, on his Web site.

Ammunition:SB 357, by Sen. Joe Dunn, D-Garden Grove. It would require that "all handgun ammunition sold, transferred, manufactured, and possessed in public in California" has a serial number stamped on it for identification.

Textbooks:AB 756 is by Assemblywoman Jackie Goldberg, D-Los Angeles. It bans state and local school boards from adopting any textbook "that exceeds 200 pages in length."

The cigar tent:AB 616 by Assemblyman Juan Vargas, D-San Diego. In essence, it's designed to ban Gov. Arnold Schwarzenegger from smoking cigars in a tent at the Capitol.

The Los Angeles Angels of Anaheim:AB 1041 by Assemblyman Tom Umberg, D-Anaheim. It would require that sports franchises must include the name of where home games are played on tickets, advertisements, etc.

All these bills remind us why the Legislature needs to be returned to part-time status. Instead of wasting time making mischief laws, they should be back in their home districts working and listening to constituents.

re: SB60.......What is the likelyhood of this passing in the assembly? If it does, can Arnold veto it?
