So why can't they just phone him and say "you've got to the count of 10 to get out of the car or we shoot". Why can't they set a time limit? This is series :~)
They were talking about how the cops would radio truckers on the road to block the suspect years ago. The courts stepped in with a completely stupid ruling that the suspect had to have an avenue of escape. I don't know for sure if there is a hostage in the car, but if it was just him, I'd take a rocket launcher to the van and be done with it.
