Liability is the foremost issue in this sue-happy culture. No one can do anything without worrying whether some malcontent is going to sue them, whether or not they caused the mess in the first place!
In this case, they shut down the fwy. There was no risk to fellow motorists, and therefore imo, they should have just shot the hell out of him.
Mainstream America doesn't agree with the ACLU, and if you could poll the people stuck in that mess, everyone would want his head on a pike.
I want to see an attitude adjustment towards freeway chases.

The problem is that cops are supposed to arrest and bring suspects to safety, regardless whether their guilt is rock solid or not. The judges and juries are supposed to determine that part based on the evidence, not the cops. So.. (sigh.)

Actually their priority is not the suspects safety, but the safety of innocents and themselves. The suspects safety is secondary and generally in the suspects hands.
Doubt that will ever happen. The "sue happy" people you refer to have caused this dumbing down effect of law enforcement trying to do their job, and in the same breath, torquing off a whole slough of people who just want to get home. It's bad enough many of them had a bad day at the office, but this sort of shutting down whole freeways is just fuel to the fire.
The suspect puts his/her safety into their own hands. LEO's will tell you they value the safety of innocent by-standers higher than the suspects and their own safety. The last thing LEO's want to happen is for some innocent person to get clipped or killed.
Wash all that down with a TUMS or Rolaids.
They won't fine him for that, that's for sure.

Yeah, I know all that. My point was that the cop doesn't try or convict the suspect, no matter how guilty he or she may be.
