A waste of our money. Africa is a black hole of corruption. Many African politicians Swiss bank accounts will be 'enhanced'.

Throwing money into a cesspool will just clog up the cesspool further.
How about money for not closing our bases?
That is the "dismal" scenario.
The "utterly dismal" scenario is that magically corruption disappears, the 14 million African pets actually get all the money, and 10 or 15 years from now we get to do it all over again...
Except this time there will be 70 million. And then we can look forward to the next iteration...
Pretty much, as long as I've been alive, Africa has been a basket case, and there is no evidence that that is likely to change any time soon.

Ever since the continent of Africa was discovered efforts have been made to teach Africans to stand on their own two feet.
Now The U. S. is asked by President Bush to spend another zillion dollars to prevent famine. When will these people learn to at least feed themselves.
A better way to help Africans would be to teach them to see the advantages of helping themselves, working hard, and picking up the garbage around their huts.
The job of preventing famine in Africa is a never-ending job. Perhaps the best thing to do is to leave them alone.

Makes a lot of sense to me.
There are needy Americans that should be taken care of first. We also have a monstruous debt and are in no position to give anything to anybody.
Famines are mainly due to wars, and intensified by drought. The first thing Africans need to learn is how to get along.
Why line corrupt dictators pockets? How does that help the poor?
