This has nothing to do "with the will of the people." It has to do with the court's expansive (a la New Deal) interpretation of the Interstate Commerce clause.

Actually, it has everything to do with the will of the People.
The decision uses the Justice's interpretation of the Interstate Commerce Clause as grounds for allowing the Federals to deny rights given to individuals within certain states by a majority of voting adults within those states.
