Either of you have a source or link that explains how the amnedment to a bill process works in the Senate?
Senator makes a motion to amend. Another Senator seconds, or not. Once some brief discussion goes on, there may be a motion to table the amendment. The motion to abel may be seconded, or not. If the motion to table is seconded, there is a vote on the motion to table. If the motion to table does not pass, there will be a vote on the amendment, before the vote on the underlying bill.
