If it has some meaning, the nub of that meaning is its breadth of application. That's a question of interpretation which is the province of the Supreme Court.

Words have meaning. "Commerce" has meaning. So does "interstate".

Someone growing weed under strict state guidelines, where the weed does not cross state lines and is not sold, is neither commerce nor interstate. So Congress and SCOTUS have basically said that words mean whatever they want them to.

Just like the Mad Hatter...
