If, by "Israel", you mean the Third Israeli Commonwealth or the Commonwealth of Israel (ie the current state), yes you can be anti-Israel without being anti-Jewish. If, however, you oppose the theoretical existance of a Jewish/Israeli state, you are anti-Jewish.

I'm sure that this is a valid generalization, but is it always the case? There is political discord in Israel, but the parties are not necessarily anti-Jewish. Can there be valid criticism of Israel from outside Israel or from non-Jews without it being anti-Jewish?
